New driver version 4.0

Starting with driver version 4.0 we split the windows driver installation and signature process into a small windows kernel part and into a library part. The signature is now done with a Microsoft EV (Extended Validation) certificate. That one is compatible with the Microsoft Secure Boot procedure which is part of Windows 10 installations on hardware (BIOS) supporting the secure boot option. Current installations of Windows 10 (starting with release 1607) automatically install this option and therefore only support properly signed drivers
